John 3:12-15
12I have spoken to you of earthly things and you do not believe; how then will you believe if I speak of heavenly things? 13No one has ever gone into heaven except the one who came from heaven—the Son of Man.[d] 14Just as Moses lifted up the snake in the desert, so the Son of Man must be lifted up, 15that everyone who believes in him may have eternal life.[e]

This is one of those interesting verses that we often skip on our way to the more well-known ones. John 3:16 is waiting right around the corner, so we blow past these in order to get there. But wait, stop a moment, and investigate. What is Jesus saying here? “No one has ever gone into heaven except the one who came from heaven – the Son of Man.” No one? Angels? Satan? No humans? Elijah?
I believe that the death and resurrection are definitely a New Testament / New Covenant teaching, and didn’t exist in the Old Testament, so perhaps what Jesus is doing here is saying that no one has entered into Heaven as a result of salvation and the resulting eternal life. He refers to this in :15. Perhaps when the saints of the OT died, they went to a waiting place of some kind, “under the earth” where Jesus is said to have traveled to and preached to them.
